DeCA 2026 Kit — ADR documentation adapted to Spain's electronic control document

From 5 October 2026 the control document for domestic road haulage in Spain is no longer accepted on paper. Many companies shipping dangerous goods believe they already comply because their delivery note is adapted to ADR. It almost never is: that document lacks the tax ID and the express identification of the contractual shipper, the actual carrier, the date and the registration plates — and even if it carried them, it would still fail the file requirements: native PDF, embedded QR code and a direct download URL.

This kit covers both halves: the template and what to ask of your system. Written on the consolidated text of Orden FOM/2861/2012 (the 8 data items of article 6 and the allocation of liability in article 7 as amended in March 2026) and the Resolution of 5 June 2026.

All documents in the kit are in Spanish — the language of the regulation and of the authority that will read them at the roadside.

It also serves general cargo: the DeCA applies to all domestic hire-and-reward haulage.

You don't need it if you only do international transport (governed by the CMR), own-account transport, or already have an ERP or platform that generates the document under the Resolution and cross-checks the data against ADR.
